Nigeria to rely on 75% importation of petrol in 2016 – NNPC

ABUJA — The Nigerian National Petroleum Corporation, NNPC, yesterday, said the country will still rely on 75 per cent importation of fuel throughout the whole of next year.

According to him, “the future is that, Nigeria is still going to import fuel in 2016 and beyond. Best case situation is 25 per cent local and 75 per cent importation. Worse case is what we are experiencing now.Group Managing Director NNPC and Minister of State for Petroleum, Dr. Ibe Kachikwu, stated this during his tour of Kaduna Refinery and Petrochemical Company, KRPC.

“Until we begin to get individuals who can co-relocate, we are going to be doing a mixture of local and importation of fuel to meet up demands. In the next few weeks, however, queues will disappear in fuel stations.”

The minister affirms that the Kaduna refinery, in no time, will be producing more than two million litres per day capacity as soon as an Fluid Catalytic Cracking, FCC, unit is fully on stream.

He said: “We need to get it back to re-kit it to work well. We will do that with some level of production going on. Our concern is to have a consistent production and provision of products at all times.”

On subsidy and pricing, Kachikwu said: “We will not be fluctuating prices, we will take an average. Today no subsidy, in January we will look at the situation and announce it.”

On privatization, he said: “President Muhammadu Buhari has not approved any policy about selling the refineries.

ABUJA- FORMER Spokesperson of ex-President Goodluck Jonathan Campaign Organisation, Chief Femi Fani- Kayode has described the 2016 budget as presented by President Muhammadu Buhari to the joint National Assembly as that fueled by insincerity.

According to him, it was ironic that former governor Asiwaju Tinubu; Minister of Transportation, Rotimi Amaechi and Governor Nasir El- Rufai who kicked against deregulation during former President Jonathan, have suddenly become great supporters of deregulation.

In a statement he signed yesterday and made available to Journalists in Abuja, Chief Fani- Kayode who accused Buhari’s administration of spending money like a drunken sailor, alleged that the government was borrowing as if there was no tomorrow.

The former Aviation Minister who noted that the government was mortgaging the future of Nigeria, Nigerians and our children,said, “The 2016 budget is fueled by insincerity, shrouded in fantasy, built on tall dreams and spawned by deceit, ignorance and the illusion of change. It is bloated, unrealistic, expensive, cosmetic and it will not result in anything good.

“In order to fund part of the budget the government intends to borrow money and this will throw our country into even greater debt. What a tragedy this is given the fact that in 2007 Nigeria was debt-free. The Buhari administration is spending money like a drunken sailor and they are borrowing as if there is no tomorrow, mortgaging the future of our nation and our children.

” We need far more fiscal discipline and seriousness than that if our government really wishes to improve the economy and better the lives of ordinary people.

“Meanwhile the Federal Government has said that President Goodluck Jonathan is responsible for today’s long fuel queues even though he left office 7 months ago.

” They seem to have forgotten that in 2012 it was their group, led by Bola Tinubu, Nasir El Rufai, Rotimi Amaechi and President Buhari himself that aggressively opposed deregulation and almost brought the whole country to a standstill with protests and riots all over the place in their efforts to prevent the government from removing the oil subsidy.

“Had it not been for their pettiness, lack of understanding, shortsightedness and double standards the subsidy would have been removed three years ago and fuel queues would have been a thing of history. Sadly they lacked the foresight to appreciate the virtues of that policy and today they have the nerve to blame Jonathan for the mess that they themselves essentially created.

“They have been in power for 7 months now: it is time for them to step up to the plate, start taking responsibility for their own actions, do a better job and stop blaming Jonathan for their own miserable and avoidable failures.”

BREAKING NEWS :India pledges $600m to help Africa

Indian Prime Minister Narendra Modi has announced $600m (£393m) in assistance for development projects in Africa at a major summit in Delhi.

More than 50 African leaders are attending the India-Africa Forum Summit, unprecedented in scale, in the Indian capital.

Although India's trade with Africa has more than doubled to $72bn since 2007, it is still comparatively small.

The meeting is being seen as an attempt by India to improve ties with Africa.

A record number of African leaders, including South Africa's Jacob Zuma, Zimbabwe's Robert Mugabe, President Sisi of Egypt and Sudan's Omar al-Bashir are attending the summit - part of India's big push to increase its presence in Africa.

'Bright spots'

Reports say the summit represents the highest number of foreign dignitaries to descend on India since 1983 and is thought to be the biggest ever overseas gathering of African leaders.

Welcoming them, Mr Modi described India and Africa as the "two bright spots of hope in the global economy".

BREAKING NEWS:Scientists discover oxygen on comet for first time

The find came as a "big surprise", and challenges mainstream theories on the formation of our Solar System, said scientist Andre Bieler of the University of Michigan.

Measurements made by the Rosetta probe suggested that oxygen molecules in the 67P comet's gassy halo must have existed "before or at" its formation, he told journalists.

This may have implications for mankind's understanding of the chemistry involved in the formation of the Solar System some 4.6 billion years ago.

"We believe this oxygen is primordial, which means it is older than our Solar System," said Bieler.

Scientists had previously ruled out the presence of oxygen (O2) on comets such as 67P/Churyumov-Gerasimenko, the subject of intensive prodding and probing by a European robot lab.

As O2 mixes easily with other elements, "we never thought that oxygen could 'survive' for billions of years" in a pristine state, said Kathrin Altwegg of the University of Bern, who co-authored a study in the journal Nature.

"This evidence of oxygen as an ancient substance will likely discredit some theoretical models of the formation of our Solar System," she said.

The comet is being tracked on its deep space journey around the Sun by the European Space Agency's Rosetta spacecraft.

The historic mission seeks to unlock the mystery of the origins of life on Earth.

Scientists believe that comets "seeded" early Earth with some of the ingredients for life.

The team monitored the ratio of oxygen to water on the comet for several months to see if the gas molecules would dissipate as solar winds ripped away layers of surface.

They did not – proving the oxygen was embedded in the comet, not just hanging around its surface.

Prevailing theories of the Solar System's birth posit a chaotic, collision-strewn mixing of matter flowing toward and away from the newly-formed Sun.

Pristine, icy grains containing oxygen would not have made it through such violence intact, the scientists said, leading them to speculate that the process was, in fact, "gentler".

The oxygen molecules must have "survived from the dark molecular clouds from which they were probably formed into comets as we have them today," said Altwegg.

Only twice before – on the icy moons of Jupiter and Saturn – have oxygen molecules been found in the Solar System beyond Earth's atmosphere, and never before on a comet.

Oxygen is difficult to detect with Earth-bound telescopes.

'Don't jump to conclusions'

Rosetta offered a rare opportunity to study 67P's "coma" – the envelope of dust, gas and ice that forms as it nears the Sun on an elliptical orbit.

The new data suggests that water on comets is probably the rule rather than the exception, the scientists said.

Scientists not involved in this study underlined its importance, but said more time was needed to assess the implications.

The discovery "imposes a severe constraint on the mechanism for the formation of the Solar System," said French astrophysicist Francis Rocard.

"But we shouldn't jump to conclusions," he cautioned.

Oxygen molecules were the fourth-most common gas detected in 67P's debris halo – after water, carbon monoxide and carbon dioxide.

Their presence did not tell us anything about the origins of life on Earth, of the possibility of finding it elsewhere in the universe, Altwegg said.

In looking at exo-planets, "the combination of O2 and methane has been taken as a sign that you might have life underneath," she said.

"On this comet we have both, but we don't have life. So having oxygen may not be a very good bio-signature."

Two suspected murderers arrested with corpse of 2-yr-old girl in Aba

UMUAHIA — THE Abia State Command of the Nigeria Security and Civil Defence Corps, NSCDC, Wednesday, arrested two men with the corpse of a two-year-old girl.

The suspects were apprehended when they were trying to bury the corpse in an abandoned pit in Osisioma, near Aba.

The middle-aged suspects are Jonathan Nwogu from Mgboko Umuola in Obingwa Local Government Area of the state and Chibuike Anubuife from Ezeagu Local Government Area of Enugu State.

They were caught at Enyimba filling station near Ariaria International, Aba while trying to take the girl’s corpse in a sack for burial.

Parading the suspects in Umuahia, the state commandant of the NSCDC, Andy Dateer, said: “It was a very sad day for the command.”

According to him, his men on a routine patrol caught two men in possession of a corpse of a girl of about two years old in a sack. He said his men were attracted to the scene following a quarrel between them and a man who would have conveyed them to the scene in his car.

“As people started gathering, the owner of the car zoomed off and my men arrested the two suspects,” he said.

Dateer said they will be handed over to the Police for proper investigation.

“If they had not been saved by his men the public would have lynched them and the society would not be able to know the mystery behind their act,” he said.

In an interview, Chibuike Anubuife said he saw the other man for the first time and he asked him to help him bury the dead girl.

Anubuife said that he was still discussing the logistics for the burial of the girl before the men of the NSCDC arrested them.

In his response, the other suspect, Jonathan Nwogu said a man approached him to help him bury the girl.

NNPC debunked reports of petrol pump price from N87 per litre to N57

The Nigerian National Petroleum Corporation (NNPC) has debunked reports of a purported reduction in the current pump price of petrol from N87 per litre to N57. A statement signed by NNPC’s Group General Manger, Group Public Affairs Division, Mr Ohi Alegbe, in Abuja on Monday described the report as false and misleading.

The statement advised members of the public to ignore such tales, adding that the price of petrol remained N87 per litre. It, however, said that a major step to ensure zero fuel queues throughout the country ahead of the forthcoming yuletide and beyond had begun off on Monday. It said that the steps were between the Group Managing Director of the NNPC, Dr. Ibe Kachikwu and members of the Major Oil Marketers Association of Nigeria (MOMAN) and the Depot and Petroleum Products Association, (DAPPMA).

Buhari won’t be designated as Petroleum minister see ministerial list

The Special Adviser on Media and Publicity to President Muhammadu Buhari, Mr. Femi Adesina, was on Channels TV, yesterday, where he fielded questions on the list of Ministers. Adesina affirmed that Nigerians should not judge the ministerial nominees whose screening by the Nigerian Senate begins on Tuesday, on the basis of their chronological age, but on their mental alertness. He also explained that President Buhari is not going to be designated as Petroleum Minister. Excerpts:

A lot of Nigerians are asking when will the President submit the full ministerial list and when will the remainder of that list come to the Senate?

Well, if we look at how ministerial lists were presented in the past , they did not come in one fell swoop . They came in batches. The figures may have been different. In this one, we have 21, in the other ones, they may have had more than 30, but they didn’t come in one batch. And there is no law that says it should come in one batch.

So, when will the second tranche of the list come?

That depends on the President, we can assume that it won’t take long.

You have asked us to assume now , is the list almost getting ready because the Senators are saying that without the second list, they won’t allow the full screening process to be concluded?

No, they didn’t say that. Somebody raised it, but it was not a consensus of the whole house.

Ok, let me go into some other matter, people are saying that the representation of nominees and their states, for example , Mrs Aminat Mohammed, is she from Kaduna or Gombe?

The list was read by the Senate president and I guess that question should be directed at him because he is the one that will say who is representing which state. It is not a question that should come to me.

Why I’m asking is because the Senate actually gave us a copy of the letter and did not actually include the states that the nominees come from. That’s why some people have petitioned and they also need clarification of where she comes from…

(Cuts in) That’s why there is going to be a screening process and I believe that is one of the things that will come up during screening.

A lot of people have asked about the issue of technocrats and lots of Nigerians are saying that there are old hands coming to play and there is no youth representation. Is the President concerned about Nigerians’ agitation on representation?

These people who have been nominated are qualified and are Nigerians. Talking of age, there is a saying that “age does not matter. It does not mind, if you don’t mind it.” I don’t think that age is an issue. And talking of age, you should rather talk about mental and chronological age. If you have a chronological age of 30, which makes you a youth, and mental age is not at par, what do we gain? Nothing.

And you may have a chronological age of 68, which is the age of the oldest of the nominees, if that nominee now has a mental age of 15 or 20, what do we gain? We must rather talk of the mental age rather than the chronological age. It is not the chronological age that matters as long as that person has what he is bringing to the table.

The average age of the 21 names is 53, do you think that is healthy enough?

There is nothing wrong with that…

When we talk about youth participation, and only 14 per cent of women on that list, do you think this is fair enough on the womenfolk?

God himself is ageless, so you can’t be talking of whether someone is old or not. Talking about women, yes, three women in this list ,15 yet to come, if all the 15 are now women, what would you have to say? Just be sure that the President is mindful of fair representation in the country and he will do what is needful.

Alright, we will wait and of course, you will come to talk to us then? But tell me, is the President still going to be the Minister of Petroleum?

He is not going to be designated as Minister but will supervise the Ministry. When former President Olusegun Obasanjo while in office supervised that ministry for 6 years, was he called a petroleum Minister? No, he was not. President is going to supervise and maybe, he would have Minister of State to work along with him. I daresay, he has all it takes to supervise that ministry having been oil minister for 3 and half years in the past.

Tell me, we are talking about pruning the number of ministries and people are saying, is there a possibility of a cut down of ministries? How many ministries are we expecting President Muhammadu Buhari to have?

President Buhari would respect the constitution. And the constitution says Ministers must be appointed from each state and that means there must be minimum of 36 ministers. He would respect that.

Did the President actually consult the state governors especially those from the All Progressives Congress (APC) before he brought out the list?

Well, remember in the past, the President had said when the governors were appointing commissioners in their states, he never interfered, so he didn’t expect them to interfere in the choice of his ministers. That was the original position and then later, he came back to say when he had his list ready that he was going to run it by the governors, that is the position. I guess there must have been some consultations but it does not mean that the position of any government will be sacrosanct on the nominee

See how woman sold her baby for N100,000 in Enugu

ENUGU—The Nigerian Security and Civil Defense Corps, NSCDC, Enugu State Command, has arrested a young woman, identified as Nkechi Isioko, from Mpu in Aninri Local Government Area of the State for allegedly attempting to sell her baby for N100, 000.

Nkechi was paraded alongside some prostitutes and pipeline vandals. It was gathered that the suspect had collected the sum of N100, 000 from one Mrs. Blessing Egbo before operatives of the NSCDC arrested her and the suspected buyer.

She claimed that Mrs. Egbo initially gave her part payment of N10,000, and later completed the money.

She further confessed that she later gave back the N100, 000 to Mrs Egbo after she was advised not to sell her own baby, adding that she wanted to sell the baby because she needed money to treat herself.

Speaking while parading the suspects, the commandant of NSCDC in Enugu State, Mr. Lar Stephen Zwali, warned pipeline vandals to look for another business, saying his command had intensified surveillance.

He disclosed that the suspects were caught at Nenwe in Aninri Local Government in the night while they were vandalising the pipelines.

The NCSDC Commandant further told journalists that though the NNPC repaired the pipelines before it commenced pumping of petroleum products to its depot in Enugu, his command had informed the corporation of the development.

He further advised human traffickers and prostitutes to find another business, warning that his command was committed to stopping their illegal business.

The Chairman of the Committee on Child Adoption and Fostering in Enugu State and Archbishop of the Anglican Communion, Enugu Province, Most Reverend Emmanuel Chukwuma, who also spoke to reporters warned that the state would no longer be conducive for human traffickers and prostitutes.

He stated that the state governor, Ifeanyi Ugwuanyi, had directed them to stop prostitution and illegal sale and adoption of babies.

Bear parlour explosion in Lagos 5 severely injured due to linking refrigerator

Lagos—A strange explosion occurred yesterday inside a  beer parlour that is yet to open along L and K road in Oworonsoki area of Lagos.

The explosion occurred around 2.00 pm leaving five people injured including a young girl.

The injured, according to concentrate  sources, were rushed to a nearby hospital for treatment.

The actual source of the explosion has not been  officially confirmed  as at the time of this report.

It was however learnt that the explosion affected a building next to the beer parlour, but the building is said to pose no danger to the people.

Officials of fire service and policemen were still trying to find out the cause of the explosion as the shop was locked at the time of the incident.

But a crowd, which surged to the scene were said to be impeded the work of the service men and the police.

An official of the National Emergency management Agency had to appeal to the people to leave the area to allow his men to do their job.

Those injured were residents of the building and a motorcyclist who was passing at the time of the incident.

Affected was a five-month old baby girl, her mother, Mrs Joy Angolo, their relation, Mr Monsuru Angolo, a motorcyclist Kamoru Bashir and one other resident, whose name could not be ascertained.

As soon as the incident occurred, the area was thrown into confusion with the residents thinking the dreaded Islamic sect, Boko Haram had struck and many of them reportedly took to their heels but the development was later confirmed to be that domestic explosion possibly from a refrigerator.

According to an eye witness, the incident occurred due to excessive heat build-up in the refrigerator ignited by fumes from petroleum products stored in the relaxation centre.

The baby was said to be unconscious due to excessive bleeding while his mother and their relation sustained head injuries.

In his reaction, due to concentrate  enquiry, Lagos State Commissioner of Police, Fatai Owoseni, said there was no explosion rather it was a gas cylinder that busted.

According to him; “We should not create fear in the minds of people.  It was a gas cylinder that busted resulting in a fire incident.  The small fire did not even consume the whole house where it happened.

‘’The place is densely populated so, a huge crowd rushed out when they saw smoke  from the fire. There is heavy presence of policemen there now and they are making frantic efforts to control the crowd.’’

A resident of Oworonsoki said more casualties would have been recorded should the incident have occurred on a week day.

In a telephone conversation, the Director Lagos State Fire Service Razak Fadipe and South-West Information Officer, Ibrahim Farinloye confirmed the development , saying only five persons were injured during the incident.

. Fadipe said his men received the alert of a collapsed building and rushed to the scene only to discover that an explosion occurred in a lock-up shop which was under lock and key.

Foreign exchange inflow reduces by N678bn

Foreign exchange inflows into Nigeria fell by N678bn ($3.39bn) between January and June this year, findings from various quarterly reports of the Central Bank of Nigeria have shown.

Although the fall in forex during the period was largely attributed to the significant drop in crude oil receipts, analysts stated that the economic landscape in Nigeria, particularly in the past three months, had not helped matters.

An analysis of forex inflows for the fourth quarter of 2014, and the first and second quarters of 2015 showed that foreign exchange movement through the CBN kept falling in each of the quarters.

Provisional data from the CBN indicated that foreign exchange inflows in the fourth quarter of 2014 amounted to $10.36bn.

But the latest report of the CBN for the second quarter of 2015 showed that forex inflows stood at $6,97bn, indicating a decline of $3.39bn or N678bn when calculated on N200 to a dollar.

The regulatory bank, in its second quarter 2015 report, said, “Provisional data indicated that foreign exchange inflows through the CBN in the second quarter of 2015 amounted to $6.97bn, representing a decline of 16.1 and 45 per cent below the levels in the preceding quarter and the corresponding period of 2014, respectively.

“The development was due to the significant fall in crude oil receipts, which more than offset the marginal increase in inflow from its non-oil component. Foreign exchange outflow through the CBN amounted to $8.2bn, showing a decline of 36.4 and 36 per cent below the levels in the preceding quarter and the corresponding period of 2014, respectively.”

Further findings showed that the fall in forex inflows was largely pronounced between the fourth quarter of 2014 and the first quarter of 2015, as the difference between both quarters was put at $2.85bn or N570bn.

However, the difference in the forex inflows between the first and second quarters of this year was $540m or N1.08bn.

The CBN, in its report for the first quarter of 2015, stated that “Provisional data indicated that foreign exchange inflows through the CBN in the first quarter of 2015 amounted to $7.51bn, representing a decline of 29.4 and 26.5 per cent below the levels in the preceding quarter and the corresponding period of 2014, respectively.

“The development was due to the fall in both its oil and non-oil components. Foreign exchange outflow amounted to $12.35bn, showing a decline of 15 and 21.3 per cent below the levels in the preceding quarter and the corresponding period of 2014, respectively.”

Explaining the implications of the persistent fall on the economy, a former President of the Association of National Accountants of Nigeria, Dr. Samuel Nzekwe, told our correspondent that the development would adversely affect foreign investments in Nigeria.

He said, “It is going to have an unimpressive impact on foreign direct investment in Nigeria. If your forex inflow is falling, foreign investors will be sceptical about bringing in their funds and you should also note that many of them bring in forex.

“I will also want you to know that foreign investors have been weighing the Nigerian economy in the past couple of months. It might interest you to know that they are not comfortable about the Nigerian situation, particularly the economy. Many of them are beginning to withdraw.

“What we have now are portfolio investors who invest in shares, bonds and the likes. Those who are to invest in the real sector are not coming. The forex inflows are declining and the investment climate is not clear. So, the fall may continue if the right steps are not taken as soon as possible.”

On ways to handle the situation, Nzekwe urged the government to come up with a clear economic policy, adding that it had been predicted that the oil situation might not improve any time soon.

He said the country should desist from its reliance on oil revenue, stressing that only a clear-cut economic policy would pacify investors who were always willing to invest in Nigeria because of its abundant business potential.

Nzekwe said, “Many investors don’t know the economic policy direction of this government. Foreign investors come in with foreign exchange, and when they do so, the country will have a lot of these foreign currencies for business development.

“Even the many portfolio investors in Nigeria today don’t know the policy direction of the government yet. So, the best way out is to make investors know what to expect through clearly defined economic policy. Maybe when the ministers take positions, we will have a clearly defined economic policy.”

Analysts at the FBN Capital Research, an arm of First Bank of Nigeria Plc, urged the government to treat economic diversification with utmost importance, as this would boost the country’s revenue and ensure forex inflows.

“The new administration is to treat economic diversification as a priority. The non-oil sector accounts for 90 per cent of Gross Domestic Product but only five per cent of merchandise export revenues. Policies geared towards harnessing this sector will assist in boosting non-oil export earnings,” they added.

Poly graduate awaiting NYSC call up commits suicide in Aba

A graduate of Abia State Polytechnic, Aba, waiting for the National Youth Service Corps, NYSC, call up, has allegedly committed suicide by hanging himself with a rope in his family house.

Vanguard gathered that the man whose name is yet to be ascertained at press time, allegedly killed himself on Sunday after attending a mass service in one of the Catholic churches in the area.

A resident of Umuobe village, Ovom, Obingwa council area, where the incident took place, told Vanguard that the deceased had a good job, wondering why he had to take his life.

“He returned from church on Sunday and nobody suspected that such a thing was going to happen. It was around 5pm that the bad news broke.

The mother and the dad we learnt are all dead.

‘’I think he is the breadwinner of the family. It is very unfortunate. We learnt that he will be among the people that will be going for NYSC soon because he schooled in Abia poly,” he said.

A cross section of sympathizers who thronged the area, told Vanguard that the incident was a sacrilege which made it compulsory for a ritual to be performed before his body could be touched and buried.

“So, it was on Monday that they (villagers) after performing the rituals took away his corpse from the room where it was lying,” they said.
When contacted, the Abia State Police Commissioner, CP Habila Joshak, confirmed the incident.
